Dear all IMO, it should be clear that selection criteria are mutual exclusive. I.e. a company can't ride on a partner ticket *and* e.g. IXP ticket. We apply the same rule for sponsors. Peering at least at one IXP of the organisers also means this is documented in PeeringDB (alternatively, via your IX-F JSON).
We run into major issues when we do not apply the policy strictly.
